A person under age 21 is free to drink on shore if the local drinking age allows it. This depends more about the cruise destination than the nationality of the passenger.
A few lines including royal caribbean celebrity princess and norwegian allow 18 to 20 year olds to drink alcohol in international waters if their parent or adult guardian signs a waiver form. Instead you might consider flying to cancun or a caribbean island and staying at one of the all inclusive resorts. The minimum drinking age on cruise ships varies even within the same cruise line.
