In 2004, to secure its position as a first-class passenger terminal, the City of New York began a program of $200 million in capital investment at the cruise terminals. The upgrades at Manhattan Cruise Terminal allow Pier 88 and Pier 90 to serve the worlds biggest ships. An additional $4 million investment in Passenger Boarding Bridges is being made to handle the worlds newest and largest ships.

Manhattan Cruise Terminal now includes modern adjustable gangways and expanded pier aprons to load and unload passengers and supplies with greater speed, comfort, and efficiency. The redeveloped terminals also segregated embarking and disembarking passengers onto separate levels, allowing for more efficient use of passenger space and reducing congestion.

The last ship to dock at Pier 90 on Hells Kitchens west side was the USNS Comfort in April 2020. Although the US Navys hospital ship remained mostly empty throughout its stay, it represented the height of the COVID-19 crisis in New York City.

Now, in a sign of the citys comeback, Manhattan Cruise Terminal at Pier 88 and Pier 90 is preparing to host ships once again. As amNY reported, the Economic Development Corporation is working with Norwegian Cruise Line and Crystal Cruises to resume sailings in late September.

The plans were first revealed during an EDC board of directors meeting on June 22. Both Norwegian and Crystal will enter into agreements with the city and state officials to follow updated CDC guidelines that were released in May. These include vaccination mandates for all crew and passengers, as well as testing, masking, social distancing, cleaning, and sanitizing protocols. The same standards will need to be met at destination ports as well.

Norwegian which reportedly lost more than $6 billion in revenue so far during the pandemic has already scheduled its first trip to Bermuda on September 26. We walked by the piers yesterday and saw dredgers at work getting the docks ready. The EDC expects 50-60 cruise departures by June 30, 2022, the end of the citys current fiscal year.

The Belize tourism board reported that more than 96 percent of passengers and all but one of the crew were fully vaccinated.

According to USA Todays On the Road with Luisa Frey Gaynor, due to the popularity of year-round cruising from Manhattan, New York Citys west side terminal could no longer can accommodate all the ships and passengers. So in 2006, NYC opened the $56 million cruise facility in Brooklyn. Carnival Corporation entered into an agreement with the city of New York and made Brooklyn its New York berth of choice for its Princess Cruises and Cunard Lines.

Manhattans cruise terminal is constantly being upgraded to better accommodate large ships, so Five berths will be made into three so that mega ships can dock more easily terminals are being reconfigured so that passengers do not disembark and embark on the same level and a pedestrian bridge will be built across the West Side Highway to provide better access to taxis and Manhattans attractions.
